Summary
HHSC requires all nursing facility providers in Texas to complete an annual Nursing Facility Liability Insurance Coverage Attestation (NFLAR) enrollment application through the STEPS portal between July 1-31, 2026, to receive liability insurance rate add-on payments for SFY 2027. This is a new attestation requirement tied to reimbursement eligibility.

By July 31, 2026: All nursing facility providers must complete the NFLAR enrollment application through the State of Texas Electronic Provider System (STEPS). Enrollment opens July 1, 2026. Providers should: (1) Access STEPS portal when instructions become available on July 1, 2026; (2) Complete the Nursing Facility Liability Insurance Coverage Attestation form; (3) Submit application by July 31, 2026 deadline. Failure to submit attestation will result in loss of liability insurance rate add-on payments for SFY 2027 (September 1, 2026 – August 31, 2027).
