Summary
HHSC is calling for Intergovernmental Transfers (IGTs) for ICF UPL 3rd Quarter FFY 2026 payments. Facilities must transfer funds through TexNet by August 5, 2026, with settlement on August 6 and Comptroller payment release expected by August 17. This applies only to Intermediate Care Facilities for Individuals with Intellectual Disability or Related Conditions (ICF/IID) providers.
Action Required
By August 5, 2026: ICF/IID billing team must (1) Access the ICF UPL FFY 26 Summary Original tab on the ICF/IID UPL Supplemental Payment Program website, (2) Locate the 3rd Quarter Maximum IGT amount in Column K, (3) Log into TexNet and select the ICF UPL bucket, (4) Transfer the IGT amount through TexNet per TexNet instructions, and (5) Send a screenshot or PDF of the TexNet confirmation or trace sheet to the Provider Finance Department Payments Team. Failure to complete transfer by August 5, 2026 deadline will result in missed IGT settlement on August 6 and delayed payment from Comptroller on August 17.
