REQUIREMENTS: Effective immediately (July 2026): All providers delivering services to Blue Cross of Idaho Medicare Advantage members must: (1) Audit current beneficiary notice delivery processes to ensure all applicable CMS-required notices are being provided (HINN 1/10/11/12, NOMNC/DENC, IDN, IM/DND, MOON) based on service setting and clinical scenario; (2) Verify billing and clinical staff are using ONLY current CMS-approved standardized forms for each notice type; (3) Update internal workflows and encounter forms to include beneficiary notice delivery checkpoints at admission, service denial, discharge, and observation status determination; (4) Implement documentation procedures to record notice delivery method, date/time, beneficiary acknowledgment, and staff initials in medical records and billing system; (5) Ensure all staff comply with CMS accessibility requirements (language, format, nondiscrimination); (6) Train all applicable staff (hospital admissions, discharge planners, home health coordinators, SNF staff, hospice staff, billing staff) on notice-specific delivery timeframes and CMS requirements; (7) Reference the CMS Beneficiary Notices Initiative (BNI) webpage for current notice forms and detailed delivery instructions. Failure to provide valid and timely notices may result in provider financial liability per CMS regulations and contract terms. Hospitals must ensure HINN, IM/DND, and MOON are delivered by discharge date. HHAs/SNFs/Hospices/CORFs must provide NOMNC when services end. All providers must document compliance.
