Summary
Effective July 1, 2026, Connecticut Enhanced Care Clinics (ECCs) for behavioral health can now offer initial evaluations via telehealth instead of requiring face-to-face appointments. This change applies to emergent, urgent, and routine evaluations. ECCs must have adequate telehealth infrastructure with video capabilities meeting encryption and privacy standards, though video is not mandatory if connectivity issues arise. This supersedes previous requirements in PB 2018-22.
Action Required
By June 30, 2026: Billing team and providers must verify that Enhanced Care Clinics have adequate telehealth infrastructure in place, including video-based assessment capabilities that meet industry standards for encryption and privacy protection. Update encounter forms and clinical workflows to document whether initial behavioral health evaluations are conducted via telehealth or in-person. Providers should ensure systems are configured to accept telehealth claims for initial behavioral health appointments (emergent, urgent, and routine). Verify billing software can properly route and process telehealth-based evaluation claims. Train front desk and clinical staff on telehealth options and in-person backup procedures.
