Summary
Florida Medicaid is launching the Intellectual & Developmental Disabilities Comprehensive Managed Care Program (ICMC), a new managed care option for eligible individuals with IDD. As of July 1, 2026, individuals enrolled in iBudget waiver or SMMC Long Term Care programs can transfer to ICMC through Florida Community Care (FCC). Providers serving ICMC members will receive 180-day continuity of care payments for out-of-network services during the transition period.

By June 30, 2026: Billing team must verify whether your practice serves any patients enrolled in Florida's iBudget waiver or SMMC Long Term Care programs. Identify which patients may be eligible for ICMC transfer. By July 1, 2026 and ongoing: (1) Register your practice with Florida Community Care (FCC) at https://fcchealthplan.com/icmcprogram/icmc-providers/ if you intend to serve ICMC members; (2) Update billing system to recognize ICMC as a new plan type for eligible patients; (3) For any current out-of-network patients who transfer to ICMC, submit claims for services provided before their enrollment date within 180 days to receive continuity of care payments—these claims must be clearly marked as continuity of care claims; (4) Establish process to track 180-day continuity of care period end date for each transferred patient to avoid billing issues after the period expires; (5) Contact FCC or AHCA (FLMedicaidManagedCare@ahca.myflorida.com) if your practice needs network credentialing guidance. Failure to properly bill continuity of care claims within the 180-day window may result in claim denials or payment delays.
