Summary

Michigan Medicaid is ending COVID-19 pharmacy flexibilities and reinstating signature log and proof of delivery requirements for all pharmacy claims. Pharmacies must now maintain documentation proving beneficiaries received medications (either manual/electronic signatures at pickup or carrier tracking with delivery confirmation for mail delivery), effective upon termination of the COVID-19 PHE flexibilities. Documentation must be retained for 7 years and is subject to audit; non-compliance will result in fund recoupment.

Effective upon prospective termination of COVID-19 pharmacy flexibilities (date TBD by MDHHS): Pharmacy billing team must implement signature log and proof of delivery documentation procedures. REQUIREMENTS: (1) For prescriptions picked up at pharmacy: Maintain signature logs containing beneficiary name, manual or electronic signature of beneficiary/representative, and date of receipt. (2) For prescriptions delivered by mail/carrier: Maintain tracking number PLUS either manual/electronic signature of beneficiary/representative at delivery OR carrier tracking detail showing prescription delivery with date/time. (3) All documentation: Store per MDHHS Medicaid Provider Manual requirements, retain for 7 years, make readily available for audit. (4) Billing team: Update pharmacy management system to capture and store required signatures/delivery proof at point of service. (5) Staff training: Educate pharmacy staff on new documentation requirements before effective date. (6) Audit preparation: Implement process to verify all claims have supporting signature/delivery documentation before submission. Failure to maintain proper documentation will result in claim recoupment from the pharmacy.
