Summary
Texas HHSC has launched a new web-based system called STEPS (State of Texas Electronic Provider System) to replace the previous financial compliance reporting process for Medicaid providers. Effective July 20, 2026, providers must ensure their Primary Entity Contact (PEC) email address is correctly registered in both PEMS and STEPS, or financial compliance reports will not populate in the system. The billing team must verify PEC contact information and obtain STEPS system access before the reporting deadline.

By July 20, 2026: (1) Billing/compliance team must verify that the practice's Primary Entity Contact (PEC) email address in the Provider Enrollment and Management System (PEMS) matches the email address registered in the new STEPS system. (2) PEC must obtain system access to STEPS as soon as possible to assign Financial Contacts and Financial Compliance Report Preparers. (3) Update the PEC in PEMS if needed by following Step 5 on page 10 of the STEPS User Guide. (4) Ensure all relevant staff (PECs, Financial Contacts, and Report Preparers) register for STEPS access before July 20, 2026. Consequences: Financial Compliance Reports will not populate in STEPS if email addresses do not match between PEMS and STEPS, potentially resulting in missed reporting deadlines and compliance violations.
