Summary
Texas nursing facilities must now complete an annual Nursing Facility Liability Insurance Coverage Attestation (NFLAR) enrollment in the STEPS system to receive liability insurance rate add-on payments. This new attestation requirement begins for state fiscal year 2027 and replaces previous reimbursement methodology for liability insurance costs.

By July 31, 2026: Nursing facility billing team and compliance staff must complete NFLAR enrollment application within the State of Texas Electronic Provider System (STEPS) to qualify for liability insurance rate add-ons for SFY 2027. Enrollment window opens July 1, 2026. Verify facility has proper credentials and documentation of current liability insurance coverage before submission. Obtain enrollment instructions from HHSC Provider Finance Department website on July 1, 2026. Failure to complete enrollment by the July 31, 2026 deadline will result in loss of liability insurance rate add-on payments effective September 1, 2026.
