Summary
Kentucky is transitioning oversight of Participant Directed Services (PDS) from the Department for Aging and Independent Living (DAIL) to waiver operating agencies. Critical incident reporting, mortality reviews, inability to access services, and involuntary termination tasks will transition to operating agencies effective July 1, 2026, with full PDS transition anticipated by January 1, 2027. Case managers must attend mandatory training on August 5, 2026 to learn revised PDS standard operating procedures.
Action Required
By July 1, 2026: Billing and case management teams must redirect all PDS-related inquiries to the appropriate waiver operating agency contact rather than DAIL. Update internal contact lists and routing procedures. By August 5, 2026: Case management supervisors must attend PDS SOP Phase 1 Training (morning session 9:00-11:30 AM or afternoon session 1:00-3:30 PM at Kentucky Transportation Cabinet, 500 Mero Street, Frankfort, KY) to learn revised procedures and communicate updates to staff. Failure to transition contact routing may result in delayed responses to critical incident reports and service access issues. Before January 1, 2027: Ensure all PDS operational processes align with final waiver operating agency procedures.
