HHSC has issued notification for the ICF UPL Program Intergovernmental Transfer (IGT) call for Q1 2026 payments. Facilities must schedule their IGT transfers through TexNet by February 6, 2026, with settlement on February 9, 2026, and payments expected by February 25, 2026.
Action Required
By Feb 6, 2026: Facilities participating in the ICF UPL program must schedule IGT transfers in TEXNET using the ICF UPL bucket. Check the FFY2026 ICF UPL Quarterly Payments file on the ICF/IID UPL website for IGT amounts due (Column K on Q1 Summary Original tab). After transferring funds, send screenshot or PDF confirmation from TexNet to Provider Finance Department Payments Team. Missing the deadline will prevent participation in Q1 2026 UPL payments.
