Summary
BCBSRI has implemented enhanced prepayment claim reviews using Optum's Comprehensive Payment Integrity (CPI) tool starting July 2024. Providers must now be prepared to submit medical records and billing documentation on request to support billed charges. Claims will only be paid if documentation supports the services billed, and providers may face coding/payment adjustments or have the right to appeal.

Immediately: Billing team must prepare for increased documentation requests from BCBSRI prepayment reviews. (1) Implement a process to respond promptly to documentation requests with detailed medical records and billing support documents. (2) Review current billing practices for potential overutilization flags and ensure all diagnoses and services are clearly documented in medical records before submission. (3) Train billing and clinical staff on what constitutes adequate documentation to support charges billed. (4) Establish an internal appeals process to handle claim adjudication results. (5) Monitor all BCBSRI claims for coding adjustments and payment denials resulting from these reviews. Note: This policy has been in effect since July 2024 but was recently reissued as a reminder—treat as active and implement immediately if not already done.
