Summary
Texas HHSC has transitioned nursing facility liability insurance add-on rate (NFLAR) enrollment to a new web-based system called STEPS (State of Texas Electronic Provider System). Effective July 1, 2026, all nursing facilities must enroll fiscal year 2027 NFLAR through STEPS. Primary Entity Contacts (PECs) must ensure their email addresses match between PEMS and STEPS for enrollment applications to process correctly.
Action Required
By June 30, 2026: Identify the Primary Entity Contact (PEC) for your nursing facilities on the published HHSC STEPS Primary Entity Contacts list (.xlsx). Verify that the PEC's email address in the Provider Enrollment and Management System (PEMS) exactly matches the email address registered in STEPS (update PEMS following Step 5 on page 10 of the STEPS User Guide if needed). Ensure PECs acquire STEPS system access immediately. Beginning July 1, 2026, billing/administrative staff must use STEPS to submit and manage all fiscal year 2027 NFLAR enrollments. Failure to complete enrollment by the deadline will prevent NFLAR add-on rate claims from processing.
