Summary
California providers must immediately sign the Data Exchange Framework Data-Sharing Agreement (DxF DSA) to maintain compliance with state law (Assembly Bill 133). Failure to complete this requirement by the Phase I deadline (January 31, 2024) or Phase II deadline (January 31, 2026) may result in corrective action. This is a regulatory compliance mandate, not a billing code or coverage change.
Action Required
By January 31, 2024 (Phase I): All applicable providers and practice staff must verify that your practice has signed and maintains an executed DxF DSA through the DxF DSA Signing Portal and Participant Directory. Designated compliance officer or practice administrator should: (1) Access the signing portal immediately, (2) Complete and execute the Data-Sharing Agreement if not already done, (3) Verify execution status in the Participant Directory, (4) Document completion and maintain records of the executed agreement. Billing and clinical teams must ensure internal systems and workflows support secure electronic sharing/access to clinical and social services data as required by the framework. Providers who do not meet this requirement are out of compliance with California law and may face corrective action.
