Summary
Effective July 1, 2026, administration of the Every Woman Counts (EWC) program transitions from Regional Contractors to the Department of Health Care Services (DHCS). Covered services and member eligibility remain unchanged, but billing and clinical teams must update contact information and routing procedures for all EWC-related inquiries, claims, and provider support.
Action Required
By June 30, 2026: Billing team must update all contact information and internal routing procedures for EWC program matters. Replace Regional Contractor contacts with new DHCS email addresses: ewc@dhcs.ca.gov (general program questions), ewcclinicalservices@dhcs.ca.gov (clinical/DETEC data entry), ewchealtheducation@dhcs.ca.gov (member outreach). Update provider reference materials, billing software contact lists, and staff documentation to direct all EWC claims submissions and billing questions to Telephone Service Center (TSC) at (800) 541-5555 instead of previous contractor contacts. Ensure front desk staff and providers are informed that member eligibility and benefits verification processes route through TSC at same number. For any communications containing Protected Health Information (PHI), instruct staff to mark email subject lines with '[SECURE]'. Update training materials and provider bulletins. Failure to update contacts may result in delayed claims processing and responses to EWC-related inquiries after July 1, 2026.
