Summary

The COVID-19 Public Health Emergency waiver for PASRR (Preadmission Screening and Resident Review) expires on May 11, 2023. Effective May 12, 2023, MO HealthNet requires all participants with qualifying mental illness or intellectual disability diagnoses seeking admission to Medicaid-certified nursing facility beds to complete a Level I evaluation and obtain Level II review by state mental health authority before admission. This restores the pre-waiver screening requirement for nursing home admissions.

By May 12, 2023: Billing and admission teams must implement the following: (1) Verify all nursing facility admission patients for MO HealthNet are screened for MI/ID diagnoses; (2) Ensure Application for Level One Form and Level of Care Assessment are completed online through COMRU's PASRR portal (https://health.mo.gov/seniors/nursinghomes/pasrr.php) BEFORE bed placement; (3) Confirm Level II review is completed by DMH or contract agent PRIOR to admission for any patient with MI, ID, or related conditions; (4) Update admission workflows and checklists to require PASRR clearance documentation before processing claims; (5) Train front desk, billing, and nursing staff on the new requirement. Failure to complete PASRR screening will result in claim denials and potential admission holds for MO HealthNet-covered nursing facility placements.
