Summary

These changes include new service type descriptions, new billing codes, and new billing procedures for outpatient SUD providers. The changes are pending federal approval and require preparation time before implementation.

Action Required

Before Jul 1, 2026
By June 1, 2026: Billing team must obtain and review the 2026 Changes PDF from the Minnesota Department of Human Services Substance Use Disorder Reform webpage. Identify all new billing codes and procedures applicable to your organization's SUD service offerings. Update billing software, fee schedules, and encounter forms to reflect new service descriptions and billing codes before the July 1, 2026 effective date. Coordinate with providers to ensure understanding of new billing requirements. Direct all questions to sud.direct.access.dhs@state.mn.us or contact your program's oversight area at the Minnesota Department of Human Services. Failure to implement changes by the effective date will result in claim denials for SUD services.
