Summary

Minnesota Department of Human Services renamed 'Special transportation' to 'Adaptive transportation services' effective July 1, 2026, with new requirements that the child's IEP/IFSP must document the need for adaptive transportation. CMS no longer recognizes aides or Personal Care Assistants (PCAs) as vehicle adaptations, requiring removal of this from eligible provider documentation. Billing teams must update systems, forms, and documentation requirements to reflect these changes.

By June 15, 2026: Billing team must (1) Update billing system terminology from 'Special transportation' to 'Adaptive transportation services' in all claim submission, encounter forms, and internal documentation; (2) Remove any references to aides or PCAs as vehicle adaptations from billing templates and provider guidance materials; (3) Add system requirement to verify that child's IEP or IFSP documentation is attached to claims showing adaptive transportation is medically necessary; (4) Train billing staff and providers on new documentation requirements before effective date. Notify all referring providers of terminology and documentation changes. Without proper IEP/IFSP documentation, claims will be denied.
