Summary
Maryland Medicaid is extending a temporary enrollment moratorium for four specific behavioral health provider types (PRP, PHP Level 2.5, IOP Level 2.1) for an additional six months in 10 Maryland counties, effective July 1, 2026. Providers in Anne Arundel, Baltimore City, Baltimore County, Carroll, Frederick, Harford, Howard, Montgomery, Prince George's, and Washington counties cannot submit new Medicaid enrollment applications for these services, though existing providers and individual practitioners are unaffected.
Action Required
By July 1, 2026: Billing and credentialing staff must verify the physical location address of any behavioral health providers seeking new Medicaid enrollment. If the provider's licensed address is in Anne Arundel, Baltimore City, Baltimore County, Carroll, Frederick, Harford, Howard, Montgomery, Prince George's, or Washington counties, DENY the Psychiatric Rehabilitation Program (PRP), Level 2.5 Partial Hospital Program (PHP), or Level 2.1 Intensive Outpatient Treatment Program (IOP) enrollment application and notify the provider that the moratorium prevents new enrollments. Existing provider revalidations, relocations, mergers, and acquisitions continue normally. Refer questions to bha.licensingcompliance@maryland.gov. Note: This policy supersedes PT 35-26.
