Summary
Kansas Senate Bill 63 (Help Not Harm Act) prohibits Kansas Medicaid and its managed care organizations from reimbursing or providing coverage for gender-affirming medications and surgeries for minors. Healthcare providers are also prohibited from performing these treatments for children whose gender identity is inconsistent with their biological sex.
Action Required
Immediately: Billing team must update systems to block Kansas Medicaid reimbursement for all gender-affirming medications and surgical procedures for patients under 18. Review current pediatric cases and halt billing for prohibited treatments. Notify providers that these services are no longer covered by Kansas Medicaid for minors effective February 25, 2025.
