Summary
Kansas is implementing a temporary Bridge Payment Policy for HCBS I/DD waiver services from July 1, 2025 to June 30, 2026. New waiver participants will be reimbursed at uniform rates ($4.57 per 15-min unit for Day Habilitation T2021, $141.92 per day for Residential Services T2016) with required UB modifier, while existing participants continue at their current tiered rates.
Action Required
By July 1, 2025: Billing team must update system to distinguish between existing and new HCBS I/DD waiver participants. For new participants enrolled on/after July 1, 2025, append modifier UB to T2021 and T2016 claims and use uniform rates ($4.57 per 15-min for T2021, $141.92 per day for T2016). Continue using existing tiered rates for current participants through June 30, 2026.
