Summary
Illinois extends the 20% temporary rate increase for ICF/IID and MC/DD facilities during COVID-19 pandemic until further notice, continuing from the original March 17, 2020 effective date. Facilities must continue billing Day Services with Revenue Code 0942 and pass payments to Day Service agencies within 10 days, even when services show zero attended days.
Action Required
Immediately: ICF/IID and MC/DD facilities must continue billing Day Services using Revenue Code 0942 with actual attended days as units. When Day Service providers are closed for entire months, submit claims with '0' attended days - these will still be paid the monthly scheduled amount. Pass all Day Service payments to appropriate agencies within 10 days per administrative rule 89 Ill. Adm. Code 140.646(d). Continue applying the 20% rate increase to facility per diem rates (excluding Exceptional Care Tier 1, 2, and 3 rates).
