Summary
Illinois clarifies that despite federal rule changes, all Medical Assistance Program providers must continue providing services without discrimination based on sexual orientation or gender identity under state law. Illinois Medicaid continues to reimburse for gender-affirming surgeries and services with prior authorization as of January 1, 2020.

Immediately: Ensure all staff understand that discrimination based on sexual orientation or gender identity is prohibited when providing services to Illinois Medicaid patients. Review and update patient intake forms and staff training materials to reflect non-discrimination requirements. For gender-affirming surgeries and services, continue to obtain prior authorization as required since January 1, 2020.
