Summary
Illinois HFS launched a COVID Portal for billing COVID-19 testing services for uninsured patients, accepting claims with dates of service from March 18, 2020 forward. Providers must first check MEDI for active Medicaid coverage before using the portal to request RINs and submit claims for uninsured individuals.

Immediately: Billing team must check MEDI system for active Medicaid coverage before using the HFS COVID Portal. Create Illinois.GOV account to access portal for COVID-19 testing claims for uninsured patients with service dates March 18, 2020 forward. Use HRSA program for treatment services and dates before March 17, 2020. FQHCs can bill code 99000 through portal but must obtain RIN separately for T1015 encounters.
