Summary

Illinois has reopened the COVID portal for uninsured patients effective February 1, 2023, but only for generating Recipient Identification Numbers (RINs). The claim submission function is no longer available, and providers must now submit claims through normal billing processes after obtaining a RIN.

Immediately: Billing team must verify eligibility to check for existing RINs before requesting new ones. If no RIN exists, request one through the COVID portal using patient's SSN, birth date, gender, and address. After receiving RIN, submit all COVID-19 testing, vaccine, and treatment claims through normal claim submission process (not through portal). Ensure all claims include COVID-related diagnosis codes to avoid recoupment. Note: Hospitals are excluded and should await separate instructions.
