Summary
Illinois Medicaid has established a one-time payment process for COVID-19 services provided to uninsured patients without Social Security Numbers who couldn't be assigned a Recipient Identification Number. Providers can submit claims via a special file format between September 1-October 31, 2023, with payment made through a C-13 voucher outside normal claim processing.

By October 31, 2023: Billing team must prepare and submit a single file containing all unpaid COVID-19 services for uninsured patients without SSNs to HFS.NIPS.C19Uninsured@Illinois.gov. Verify patients have no existing RIN, other insurance, or SSN before inclusion. Ensure all records contain COVID-related diagnosis codes only - records without COVID diagnosis will not be paid.
