Summary
Illinois has eliminated the $100 emergency department copayment for Health Benefits for Immigrant Adults (HBIA) and Health Benefits for Immigrant Seniors (HBIS) programs under Medicaid. Hospitals must refund any emergency department copayments charged to these patients since February 1, 2024.

Immediately: Billing team must stop charging emergency department copayments to HBIA and HBIS Medicaid patients. Refund any ED copayments charged to these patients since February 1, 2024. Update billing system to remove copayment requirements for these specific programs. Do not apply for Emergency Medical Coverage for Non-Citizens program for patients with HBIA or HBIS coverage.
