Summary

Maryland Medicaid is continuing reimbursement for telehealth services in IEP/IFSP programs and Autism Waiver service coordination after the state of emergency ended. Effective November 15, 2021, providers must reinstate written parental consent, written notification of service coordinator changes, and annual parental rights notifications. Only procedure codes on the approved list will be reimbursed when provided via telehealth; audio-only is permitted only for service coordination and psychotherapy codes.

By November 15, 2021: (1) Billing team must update billing software to restrict telehealth reimbursement to ONLY the approved procedure codes listed in this policy. Reject or flag claims for telehealth services using codes not on the approved list. (2) Providers and administrative staff must reinstate documentation of written parental consent for telehealth services and include these as required elements in all IEP/IFSP service documentation per COMAR 10.09.40 and 10.09.52. (3) Add requirement to IEP/IFSP workflow to obtain and maintain written notification of service coordinator changes and provide annual written notification of parental rights. (4) Update billing system to apply GT or UB modifier to all telehealth claims per policy requirement. (5) For non-approved codes, revert to in-person service billing or deny telehealth claims without reimbursement. Claims submitted for telehealth services using non-approved codes will be denied and not reimbursed by Maryland Medicaid.
