Summary

Maryland Medical Assistance Program is transitioning doula service billing from W-codes (W3700, W3701, W3702) to new CMS-designated HCPCS T-codes (T1032, T1033) effective April 1, 2023. No rate changes are associated with this transition. Services billed before 4/1/23 must use W-codes; services on or after 4/1/23 must use T-codes.

By March 31, 2023: Billing team must update all billing software, clearinghouses, and electronic health record systems to transition from W-codes to T-codes for doula services. Specifically: (1) Replace W3701 with T1032 for prenatal visits (15 min/unit, max 4 units at $16.62/unit); (2) Replace W3700 with T1033 for delivery attendance (flat rate $350, max 1 unit); (3) Replace W3702 with T1032 for postpartum visits (15 min/unit, max 4 units at $19.62/unit). Update provider encounter forms and billing templates to reflect new codes. Verify MCO contracts and submission systems accept T-codes. Train billing and coding staff on the new code structure. Communicate the deadline to all doulas, hospitals, free-standing birth centers, and local health departments submitting claims. Claims submitted with incorrect codes after 4/1/23 will be denied or require rebilling.
