Summary
Effective July 1, 2023, Maryland Medicaid discontinues telehealth reimbursement for personal assistance services, assessments, and specific case management services across CPAS, CFC, HCBOW, and ICS programs. Several other services may continue via telehealth with strict in-person requirements for initial visits, assessments, and hands-on interventions. This supersedes prior telehealth authorization from December 2021.
Action Required
By June 30, 2023: Billing team must immediately audit all active telehealth claims for Maryland Medicaid participants in CPAS, CFC, HCBOW, and ICS programs to identify services that will no longer be reimbursable. Specifically: (1) Stop billing personal assistance services via telehealth; (2) Stop billing initial, significant change, and redetermination assessments via telehealth; (3) Stop billing initial case management meetings, discharge planning meetings, POS development, annual eligibility meetings, jeopardy follow-ups, and Community Settings Questionnaire meetings via telehealth. For services that may continue (psychological/psychiatric evaluations, participant/family consultation, consumer training, family training, behavioral consultation, dietician services, case management other than above, and nurse monitoring), update billing software and provider encounter forms to enforce in-person requirements for all initial visits and assessments. Update claim submission logic to deny telehealth claims for prohibited services submitted after June 30, 2023. Notify all Maryland Medicaid providers in these programs of the change. Failure to comply will result in claim denials and potential overpayment recovery.
