Summary
Maryland Medical Assistance Program has adjusted nursing facility rates effective July 1, 2023, based on each facility's case mix index (CMI) as of March 31, 2023. Additional rate increases will apply January 1, 2024, per Senate Bill 181/HB 200 and Senate Bill 555/HB 549 (Fair Wage Act of 2023). The personal needs allowance for FY 2024 has increased to $98.00 per month per recipient, and Medicare coinsurance worksheets have been updated to reflect the rate changes.
Action Required
By July 15, 2023: Billing team must receive and verify facility-specific rate letters from Myers & Stauffer, LLC (MSLC) at (410) 356-9256. Confirm provider number accuracy on rate letters and provide updated rates to accounting/bookkeeping staff for account setup. By December 15, 2023: Billing team must obtain and implement updated rate letters effective January 1, 2024, reflecting additional Fair Wage Act increases. Immediately: Update all Medicare coinsurance calculations using the revised Medicare Coinsurance Worksheet for service dates on or after July 1, 2023 (available at https://mmcp.health.maryland.gov/longtermcare/Pages/Nursing-Facility-Providers.aspx). Update billing system to reflect personal needs allowance of $98.00/month per recipient for FY 2024. Failure to implement updated rates will result in incorrect reimbursement and compliance violations.
