Summary

Effective July 1, 2023, Maryland Medical Assistance Program (Medicaid) increased nursing services rates by 4% under the statutory FY 2024 rate increase. This increase offsets the termination of the temporary 4% American Rescue Plan Act rate increase from FY 2023, resulting in rates remaining effectively unchanged. Assessment visit rates (T1001) are excluded from the increase. All nursing, LPN, CNA, and home health aide service codes across single and multiple participant scenarios are affected.

By July 1, 2023 (retroactive to this date): Billing team must update fee schedules in billing system for all Maryland Medicaid nursing services claims to reflect new rates listed in the policy attachment. Verify that T1001 (Assessment) rate remains at $150.00 without increase, while all other codes reflect the 4% increase or adjusted rates per fee schedule. Update claim submission protocols to use corrected rates for any backdated claims. Notify all nursing services providers and billing staff of the rate changes and ensure software configuration reflects the new payment amounts by procedure code and participant count. Failure to apply correct rates may result in underbilling or claim processing delays.
