Issuance of Temporary Moratoria for Certain Behavioral Health Providers

Summary
Maryland Medicaid has implemented a temporary moratorium (minimum 6 months) on new provider enrollments for four behavioral health provider types: Psychiatric Rehabilitation Programs (PRP), PRP Health Homes, Level 2.5 Partial Hospital Programs (PHP), and Level 2.1 Intensive Outpatient Treatment Programs (IOP), effective July 1, 2024. This does not affect existing providers or individual practitioners, but any enrollment applications submitted on or after July 1, 2024 for these provider types will be denied.
Action Required
By July 1, 2024: Billing and credentialing teams must update provider enrollment tracking systems to flag and deny any new enrollment applications for Psychiatric Rehabilitation Programs (PRP), PRP Health Homes, Level 2.5 PHP, and Level 2.1 IOP in Maryland Medicaid. Credentialing staff should immediately notify any pending applicants for these provider types that applications will be rejected due to the moratorium. Ensure all staff are aware that applications submitted prior to 07/01/2024 will still be processed normally. Monitor for the FAQ document from MDH (anticipated in coming weeks) for additional guidance. Note: The moratorium does not affect billing for existing enrolled providers of these types, nor does it affect individual practitioners (LSWs, LPCs, psychologists, psychiatrists) or behavioral health services at hospitals or FQHCs.
