Pennsylvania updated the School-Based ACCESS Program (SBAP) provider handbook to include revised provider qualifications for Orientation, Mobility and Vision services and expanded telemedicine delivery methods for some SBAP services. This mid-year update affects Local Education Agencies enrolled in Pennsylvania's Medical Assistance program.

Immediately: SBAP providers in Pennsylvania must download and implement the updated School-Based ACCESS Program handbook from the DHS website at https://www.dhs.pa.gov/providers/Providers/Pages/School-Based-ACCESS Program.aspx. Review highlighted sections for new provider qualification requirements for Orientation, Mobility and Vision services. Update telemedicine procedures according to MA Bulletin 99-21-06 guidelines. Stop using the obsoleted December 23, 2020 telemedicine communication and follow new handbook requirements for billing SBAP services.
