Summary

Starting July 1, 2026, Pennsylvania's School-Based ACCESS Program will expand Random Moment Time Study (RMTS) sampling to include the previously inactive July-September quarter, and reduce response time for LEAs from 5 days to 2 days (48 hours). This affects Local Education Agencies enrolled in Medical Assistance who participate in the School-Based ACCESS Program for Medicaid Administrative Claims.

By July 1, 2026: Local Education Agencies participating in Pennsylvania's School-Based ACCESS Program must update their RMTS procedures to respond to random moments within 48 hours (excluding weekends and pre-certified school closures) instead of 5 days. LEAs must also prepare for additional RMTS sampling during July-September quarter (1300 moments per cost pool). Update calendar certifications to include all working days for the July-September quarter and exclude Extended School Year programs and staff from cost reporting.
