Summary
Starting October 1, 2017, any new Home and Community Based Services (HCBS) providers serving Medicaid beneficiaries must immediately comply with federal HCBS Final Rule requirements regarding patient rights, independence, and community integration. This policy only affects new HCBS providers entering the network after the effective date.

New HCBS providers only: Before October 1, 2017, ensure compliance with federal HCBS Final Rule requirements including patient privacy, dignity, independence, and community integration standards for residential and non-residential settings serving Medicaid beneficiaries.
