Summary
Michigan updated its nursing facility Change of Ownership (CHOW) process, clarifying that successive owners can retain or obtain new NPI numbers, must complete enrollment within 35 days, and are responsible for all previous owner's Medicaid liabilities including overpayments and sanctions.

Only facilities involved in nursing home ownership changes need to: 1) Register new NPI through CHAMPS Provider Enrollment within 35 days of CMS-established ownership effective date, 2) Complete new enrollment if TIN changes, 3) Complete Certificate of Need requirements before Medicaid enrollment.
