Summary
Michigan Medicaid introduces interim policy for Nursing Facility Non-Available Bed Plans (NABP), allowing facilities to designate individual beds within rooms as non-available for resident care. All existing NABPs expire September 30, 2025, and new plans during this interim period will last maximum 12 months ending September 30, 2026.
Action Required
By November 29, 2025: Nursing facilities with existing NABPs must contact MDHHS Reimbursement and Rate Setting Section to continue plans starting October 1, 2025. Billing teams must ensure daily patient census records per bed are maintained for all non-available beds and report non-available bed costs in separate cost centers on Medicaid cost reports. Update cost reporting procedures to calculate square footage ratios for rooms with mixed available/non-available beds.
