Summary

Medi-Cal now reimburses modifier GQ (asynchronous telecommunications/store-and-forward) for Justice-Involved (JI) reentry services provided by embedded and in-reach providers, including FQHCs and RHCs. This applies retroactively to October 1, 2024, and includes automatic reprocessing of previously denied claims.

Immediately: Billing team should identify any previously denied JI care management bundle claims (bundles 1-5) with modifier GQ from October 1, 2024 forward. Monitor for automatic Erroneous Payment Correction (EPC) reprocessing, or manually resubmit denied claims following CIF Submission guidelines in Provider Manual. Update billing system to accept modifier GQ for JI services if applicable to your practice.
