Summary
The Oregon Health Authority is waiving the requirement for certain Coordinated Care Organizations (CCOs) to submit an annual rate of growth report due by April 30, 2020. This waiver applies only to CCOs without a predecessor contract for a substantially similar service area in 2019. All CCOs must resume submitting this report by April 30, 2021, and those subject to the waiver are relieved from corrective action plans and sanctions for 2020 only.
Action Required
REQUIREMENTS:
- By April 30, 2021: Billing and compliance teams must verify whether your CCO had a predecessor contract for a substantially similar service area in 2019 by contacting Cheryl L. Henning, CCO Contracts Administrator at Cheryl.L.Henning@dhsoha.state.or.us
- If your CCO qualifies for the waiver: No action needed for the April 30, 2020 rate of growth report deadline. Document the waiver approval for compliance records.
- If your CCO does NOT qualify for the waiver: Ensure the April 30, 2020 rate of growth report is submitted as originally required, showing risk-adjusted rate of growth and performance against growth targets.
- By April 30, 2021: ALL CCOs must submit the annual rate of growth report regardless of prior waiver status. Update internal timelines and reporting procedures to ensure compliance. Non-submission may result in corrective action plans and sanctions starting in 2021, including reductions to quality pool or performance-based incentive payments.
- Contact OHA's Actuarial Services Unit at Actuarial.Services@dhsoha.state.or.us with questions about rate of growth reporting requirements.
