Oregon Health Plan providers must add modifier CR (Catastrophe/Disaster) to professional claims and condition code DR (Disaster-Related) to institutional claims for all COVID-19-related services. This applies retroactively to services provided on or after February 1, 2020, and ensures proper Medicaid coverage under CMS temporary waivers during the COVID-19 emergency.

Immediately: Billing team must update all billing systems to require modifier CR on CMS-1500/837P claims and condition code DR on UB-04/837I claims for any COVID-19-related services (prevention, identification, diagnosis, or treatment). Adjust and resubmit all previously submitted COVID-19 claims from February 1, 2020 forward to include these codes. Coordinate with Coordinated Care Organizations (CCOs) to ensure their systems support billing with CR modifier and DR condition code. Claims submitted without these codes may not be covered under CMS temporary Medicaid waivers.
