Summary
Oregon Medicaid now covers audio-only teledentistry services using procedure code D9995 during the COVID-19 emergency when synchronous audio/visual delivery is not available or feasible. Providers may use standard telephone, FaceTime, Skype, or Google Hangouts for service delivery, with relaxed HIPAA encryption requirements. All teledentistry claims must use Place of Service 02 regardless of delivery method.
Action Required
Immediately: Billing team must update claim submission procedures to recognize D9995 as a billable code for Oregon Medicaid teledentistry services. Configure billing system to automatically assign Place of Service 02 to all D9995 claims (audio-only or audio/video). Update provider guidance documents to specify that audio-only teledentistry is now reimbursable when audio/video is unavailable. Ensure coding staff understands D9995 does not require modifiers on dental claims. Train front desk and scheduling staff that teledentistry appointments can be conducted via phone or standard video platforms without additional compliance burden during the COVID-19 emergency period.
