Summary
Oregon Health Authority is clarifying coverage and authorization procedures for non-emergency ambulance (NEA) transports during the COVID-19 pandemic. Billing teams must use procedure code A0999 for NEA transports involving COVID-19 cases or suspected cases, and use the OHP 405T form for authorization of medically necessary transports including dialysis, chemotherapy, oncology, MAT clinics, and life-saving treatments.
Action Required
Effective immediately (April 7, 2020): Billing team must implement the following changes for Oregon Health Plan claims: (1) Update billing system to recognize procedure code A0999 for non-emergency ambulance transports; (2) Ensure all NEA transport claims for COVID-19 cases, suspected cases, or medically necessary trips (dialysis, chemotherapy/radiation/oncology, daily MAT clinics, hospital discharges, life-saving treatment) are billed using A0999; (3) Coordinate with authorization team to require OHP 405T form completion for all non-emergency ambulance transport authorizations; (4) Verify that claims include appropriate medical necessity documentation; (5) Communicate with NEMT brokerages and ambulance providers in your network regarding the new billing code and authorization requirements. Failure to use the correct code and authorization form may result in claim denials.
