Summary
Oregon Health Authority expanded Medicaid coverage for teledentistry services effective January 1, 2020, allowing reimbursement for services delivered via audio-visual platforms (Skype, FaceTime, Google Hangouts) or audio-only telephone. Billing teams must use procedure code D9995 with Place of Service 02 for all teledentistry claims, with reimbursement rates equivalent to in-person services.
Action Required
Immediately: Billing team must configure billing system to accept and process procedure code D9995 with Place of Service 02 for Oregon Medicaid teledentistry claims. Update provider documentation and encounter forms to instruct dental providers to bill teledentistry services using D9995 + POS 02 (no modifiers required). Ensure billing staff understand that D9995 reimburses at parity with in-person dental services. Verify all teledentistry claims from January 1, 2020 forward are billed with correct code and POS combination. Coordinated Care Organizations (CCOs) and Dental Care Organizations (DCOs) should retroactively process teledentistry claims back to January 1, 2020. Ensure language access services (ASL interpretation, spoken language interpretation for LEP patients) are available and documented per ADA/Section 1557/Title VI requirements. Failure to use correct code/POS combination may result in claim denials.
