Summary

This policy clarifies Wraparound and System of Care (SOC) policy submission requirements for Oregon Coordinated Care Organizations (CCOs). The key change: CCOs are NOT required to have Wraparound policies approved by their SOC Executive Council (correcting a contract error), and OHA is waiving the December 31, 2020 SOC policy submission deadline for Contract Year 2020. However, SOC policies must still be approved internally by the SOC Executive Council before submission to OHA.

This policy applies only to Oregon CCOs (Coordinated Care Organizations), not to individual healthcare billing practices. If your practice bills to Oregon CCO plans: (1) Billing/compliance team should note that Wraparound policies no longer require SOC Executive Council approval—update internal policy documents accordingly; (2) For SOC policies, confirm your CCO has obtained SOC Executive Council approval before any future submission to OHA (deadline moved to February 28, 2021 for Contract Year 2020); (3) No action required for the waived December 31, 2020 SOC submission deadline. Communicate these clarifications to your CCO contracts department if applicable.
