Hospital payments for members experiencing barriers to discharge

Oregon Health Authority now allows payment to hospitals for inpatient stays when patients no longer meet medical necessity for inpatient care but cannot be discharged due to lack of capacity at lower-level care facilities. This applies to Oregon Health Plan (OHP) Fee-For-Service members, with strong encouragement for Coordinated Care Organizations to adopt similar practices.
