Summary
Oregon Medicaid is changing birth doula billing codes effective July 1, 2024. All doula services must be billed using procedure code T1033 with specific modifiers (HD, 22, or no modifier) instead of the previous U9 modifier system.
Action Required
By June 30, 2024: Submit all remaining unbilled doula claims using the U9 modifier. Starting July 1, 2024: Update billing system to use only T1033 with modifiers HD ($1,500 for standard doula with delivery support), 22 ($645 for delivery day only), or no modifier ($215 per visit for prenatal/postpartum visits up to 2 each). Train billing staff on new modifier requirements for Oregon Medicaid doula claims.
