Summary

Connecticut Medical Assistance Program providers must provide qualified interpreter services for patients with limited English proficiency and hearing impairments at no cost to patients, as required by federal Section 1557 regulations. The Department will no longer fund interpreter services, making providers directly responsible for these services for all patients, not just Medicaid members.

Immediately: All Connecticut providers must establish interpreter services for LEP and hearing-impaired patients at no charge. Contact CHNCT (1-800-440-5071) for medical services, Beacon Health Options (1-877-552-8247) for behavioral health, or Benecare (1-888-445-6665) for dental services to arrange interpreter vendors. Develop written language access plan and post non-discrimination policies in offices and on websites. Cannot bill Medicaid members for interpreter costs or use untrained staff/family members as interpreters.
