Summary
Connecticut Medicaid updated guidance for shared/split medical visits between physicians and NPPs. Starting June 1, 2022, visits must be billed by the practitioner who performed the substantive portion, and modifier FS is required. Starting January 1, 2023, substantive portion is determined solely by time (more than half).
Action Required
Immediately (policy is already effective): Billing team must update system to require modifier FS for all shared/split E/M visits in Connecticut Medicaid. Train staff to identify which practitioner (physician or NPP) performed the substantive portion based on history, physical exam, MDM, or majority of time. Ensure documentation identifies both practitioners and the one performing substantive portion signs the record. For visits after January 1, 2023, substantive portion must be determined by time only (more than half).
