Summary
New Jersey Medicaid requires State and County Governmental Psychiatric Facilities to recalculate occupancy levels effective July 2024 and submit monthly certification statements with all billing to the fiscal agent. Facilities with occupancy below a specified threshold will receive reimbursement based on inpatient psychiatric rates or statewide average nursing facility rates. Federal funding is contingent on timely monthly certification statement submission.
Action Required
By July 2024: State and County Governmental Psychiatric Facilities must recalculate occupancy levels using the established methodology and begin submitting monthly certification statements with all billing statements to Medicaid fiscal agent Paramax-Unisys. Billing team must obtain the Provider Certification Statement template from the Fiscal Agent Billing Supplement and ensure it is attached to every monthly billing submission. Continue submitting appropriate levels of care on the Long Term Care Turnaround Document (TAD MCNH). Failure to submit required certification statements on a monthly basis will result in loss of federal funding and claim denials.
