Summary
New Jersey requires that ALL controlled substance prescriptions (not just Schedule II) must be written on separate New Jersey Prescription Blanks (NJPB), effective immediately. Prescriptions combining controlled and non-controlled substances on a single NJPB are now invalid for Medicaid, NJ FamilyCare, PAAD, and Senior Gold. Invalid prescriptions are subject to state recoupment.
Action Required
Immediately: Notify all prescribing providers (physicians, Certified Nurse Practitioners, Clinical Nurse Specialists) that all controlled substance prescriptions must be written on individual NJPB forms per N.J.A.C. 13:35-7.2(h). Providers must not combine controlled and non-controlled substances on the same prescription blank. Billing team must flag and reject any pharmacy claims based on invalid prescriptions (multiple controlled substances or controlled + non-controlled on single NJPB) to prevent recoupment liability. Update provider education materials and encounter workflows to enforce this requirement for all Medicaid, NJ FamilyCare, PAAD, and Senior Gold prescriptions.
